Jolly Mangine – Director, Ramsey County Property Management
Jolly Mangine, Director of Ramsey County Property Management, is responsible for 48 buildings owned by the County. Beginning in 1994, Mr. Mangine began actively seeking ways to reduce energy consumption in buildings by retrofitting lighting, installation of energy management and building automation systems, and utilization of variable frequency drives.
New construction and remodeling has included best practices for green building. The most visible green building project, the Roseville Library, is currently under construction and when completed will achieve LEED Gold Certification and receive more visits than any library in the State of Minnesota.
Employees of Ramsey County are encouraged to bus, bike and walk to work and to meetings. The most recent efforts to encourage transportation alternatives include the installation of showers in office space and indoor bike storage units for staff. Mr. Mangine has long supported and incorporated energy conservation measures and sustainability into the property management of the County’s buildings.
